中东似曾相识

柏林--历史是否重演?中东最近的局势发展表明的确如此,因为布什总统任期尾端的形势越发与克林顿总统任期最后一年的相像。两位总统在任期的最后都寻求解决世界上最为危险的冲突,而面临着时间迅速流逝的威胁。

人们或许会绝望。布什政府明显浪费了大部分七年时间,原本可以在这段时间里寻求解决途径。我们现在又回到了出发点,也就是2001年1月轻率放弃的戴维营和塔巴会谈将会重新开始。然而,正如智者所言,迟到总比没有好!

将在马里兰州安娜波利斯举行的中东问题会议应该是各方之间最终地位谈判的论坛,首先处理巴勒斯坦建国问题及其边界(1967年的边界,其中一部分谈判交换领土)、首都(耶路撒冷)、以色列定居点以及巴勒斯坦难民返回家园的权利。这一会议还应该处理安全问题、结束长达几十年的战争状态以及阿拉伯国家承认以色列的问题。确实,现在应该在两国方案上取得进展了,因为巴勒斯坦人越发失去早晚拥有自己的国家的希望。没有这一进展,中东冲突将会继续处于僵局,而暴力只会加剧。
