古巴的回归

发自墨西哥城-在时隔47年之后,美洲国家组织在其年度大会上废除了驱逐古巴的决议。而这要归功于由古巴、委内瑞拉、洪都拉斯、尼加拉瓜、玻利维亚、多米尼加和厄瓜多尔等国组成的所谓ALBA国家集团(名称取自西班牙语“玻利瓦尔美洲国家替代计划”的首字母缩写),是他们成功地使用了威逼利诱之策,促使加拿大,美国和其它拉美民主国家为古巴恢复了名誉。

然而美洲国家组织也为此设下了两大条件:一是古巴必须明确提出恢复成员国地位的申请;二是必须启动对话谈判,不但要古巴遵守美国国家组织宪章及其他组织文件,同时也要令其服从与这些文件所代表的原则——其中最重要的,就是民主以及对人权的尊重。

但正如许多外交上的妥协方案那样,上述结果令所有人都喜忧参半。因为在这场斗争中谁都能自称是胜利者,也没有谁要被迫承认失败而丢了面子。
