但振奋人心的是,在向阿富汗运输军事补给的开伯尔山口被切断整整7个月后——这起事件因为北约部队向别境地区开火造成巴基斯坦士兵死伤而引起——北约卡车终于在7月初获得通行许可。而美国国务卿希拉里·克林顿也不无保留地宣称:“(巴基斯坦)外长希娜·拉巴尼·哈尔(Hina Rabbani Khar)和我都认识到了由巴基斯坦军人伤亡所引发的错误事件。我们对巴基斯坦军队所遭受的损失感到抱歉。”前者保证避免在未来发生这类事件的承诺似乎也满足了巴方重开北约边界补给线的条件。
