被断开的伦敦银行间拆借利率

发自伦敦——去年的伦敦银行间拆借利率(London Interbank Offered Rate,简称Libor)操纵丑闻对伦敦的政治体来说确实是一大冲击。尽管公众及其民意代表们早已见多识广,但银行家们为了一己私利而有计划有步骤地腐蚀这项全球市场基准指标——还是以伦敦来命名首发——存在基础的行为还是让前者大为震惊。对此英国财政大臣乔治·奥斯本(George Osborne)觉得有必要发起一项议会调查。一年之后的6月19号,英国议会银行业标准委员会终于取得了一项重大成果。

银行家们必将对这个成果视为英格兰人所谓“牧师的鸡蛋”(一位年轻牧师与主教共进早餐但发现端上来的鸡蛋臭了,面对上级的亲切询问而又不敢得罪,牧师无奈回答说这个鸡蛋“肯定有一部分还是好的”)。委员会提出增设一种新的罪名——所谓导致纳税人救助的贸然行为,该罪名同时又被新的“高级人员”管理体制所强化,它会将所有的银行功能归于一个特定的个人,一旦出了问题,他/她就要以个人身份承担责任。

委员会认为“高层银行家通过声称不知情或集体决策来逃避自身监管失误所应付的责任”。其委员致力于杜绝这类行为。如果银行家们仍继续为所欲为,肆意处置银行资产将会导致牢狱之灾,对这些世界金融主宰者来说不会再有大富翁游戏式的“脱罪卡”这回事了。
