过去共产党中央计划抑制中国经济时,固定资产投资成为该政权促进经济发展的衡量标准。出产越多的钢材,越多混凝土灌注下去,越多原油从地下开采出来那么就越好。西方资本主义唯首是瞻的以消费为基础的经济,被当作一只纸老虎甩到了一边。

表面上什么都没有改变。中国继续沉迷于投资。2005年新建工厂和基础设施占到了国民生产总值的41%,占据了几乎一半的经济增长。此外,国家持续高水平的固定资产投资有其意义所在。建设道路、水管、地铁系统、通讯网络和电子厂是一个幅员辽阔、快速现代化的国家必须要做的。

但是共产党领导人认定在下一个十年,理发师、会计、卡拉OK女服务员、导游和电影导演将成为经济表现的新支柱。在投资增长放缓以及出口市场面临不可预测的商业循环和保护主义情绪的情况下,中国将越来越多地依赖消费来增加工作岗位和收入的增长,而服务业正是消费产生最多的产业。
