发自柏林——据世界贸易基金组织估算,2009年20国集团(G20)各成员国在危机中为支持金融部门而付出的净成本占到了各国GDP总量的1.7%(9050亿美元),而任意制定的财政刺激计划金额则在2009年和2010年达到了GDP总量的2%。除芬兰和卢森堡外,所有欧元区国家都通报本国财政赤字超过了GDP总量的3% ,而希腊,西班牙和爱尔兰的赤字则超过10%。在仅仅一年内,欧元区国家政府的普通债务就上升了大约10%(从2008年的占GDP69.3%上升到2009年的78.7%)。

对德国来说,2010年的联邦预算总额上升到了创纪录的500亿欧元。公共部门的债务数量将超过1.7万亿欧元,约等于GDP的80%。其中占联邦预算超过10%的利息支付额将随着债务的不断堆积而增加——如果利率升高的话,递增的速度还会更快。

虽然金融危机和紧接着的衰退为如此巨额的债务提供了借口。但事情的真相其实是许多欧盟和G20国家的支出都超过了自身收入——连一直在财政管理方面堪称表率的德国无法独善其身。
