竞争的策略

许多欧洲人在提到全球化时都无奈地举起双手:竞争力的挑战似乎如此巨大。但欧洲人在当今的全球竞争中有一种优势,为此他们应该感谢Jean Monnet 和Jacques Delors,是他们在“全球化”成为流行语之前创造了“统一大市场”。正是因为有了在统一市场内部的开放竞争才使欧洲人能够具备全球竞争力。

但仅有这是不够的。我们还需要更为大胆的政策。

1991年,我的祖国爱沙尼亚冲破了被苏联强加的50年落后局面。对于需要花多长的时间建设基础设施才能使爱沙尼亚的公司参与国际竞争的问题我当时深感绝望。幸运的是,彼时的世界正好进入了一个信息革命的新时代,因而通过选择发展新的信息技术基础设施,爱沙尼亚很快就能够与对手比肩登上竞争的舞台。
