基尔—你会把黄金、白银或是其他贵金属扔进垃圾箱吗?有意识的情况下也许不会。但如果你把旧手机扔掉,而不知道它里头含有许多可回收的金属,那你肯定不是一个人;普通美国人每两年都会丢一部手机,其中只有十分之一被拆解和回收。

尽管每部手机中的金属价值不高,但最后被送进填埋场或焚烧炉的手机数量庞大——据环境保护署的数据,2010年有就有约1.35亿部——因此每年被浪费的资源价值以亿美元计。挖掘被填埋手机费既费钱效率又低,因此消费者需要更强的激励使他们回收利用旧设备。强制性手机押金可以提供这一激励。

回收机构用现金交换旧手机,但很少有人知道还有这样的机构存在。即便知道,能拿到手的这点钱也不足以驱使他们花时间和精力找出旧手机、前往回收站点。事实上,旧手机回收价甚至还不够开车前往回收站的油钱。
