缩小亚洲的安全差距

发自东京——美国总统奥巴马在去年年末宣布美国将在缩减欧洲驻军的同时强化自身在东亚的地位,此举并不令人感到意外。毕竟东亚的安全环境与相对稳定的欧洲不同,处于一种既不可预测又迅速变化的状态。而在这个大背景下,人们可以从欧洲安全与合作组织(Organization for Security and Cooperation in Europe,简称欧安组织)最近的历史中有所借鉴,为该区域营造一个综合性多边框架。

把安全焦点转向东亚的可不仅仅是美国一家。俄罗斯总统普京即将于今年9月在海参崴首次主办亚太经合组织会议的决定也反映了该国对该区域的兴趣不断增加。同时跟美国一样,俄罗斯也参加了上届东亚峰会。

东亚论坛以及去年7月召开的东盟区域论坛部长级会议都对本区域安全环境的改善做出了重要贡献。其中部长级会议为构建一个更具可预见性和建设性的亚太地区关系模式所做出的努力基于三个阶段:信心构建,预防性外交和冲突解决。在去年的18届部长级会议上已经进入了预防性外交的第二阶段,同时也继续在信心构建措施方面不断强化。
