气候阿波罗计划

伦敦—1961年,美国面临在太空竞赛上被苏联甩开的危险,总统肯尼迪呼吁实施一项计划——即后来的阿波罗工程(Project Apollo)——在20世纪60年代末之前将人送上月球。该计划有着明确的愿景,再加上为它调集的资源和动员的努力,保证了它的成功。肯尼迪宣布该计划后仅仅八年,宇航员尼尔·阿姆斯特朗(Neil Armstrong)就在月球的尘土上留下了脚印。

随着196个国家的代表准备在今年年底齐聚巴黎起草应对全球变暖问题的协定,显然我们现在我们需要一个类似的工程。6月初,我和前英国政府首席科学顾问大卫·金(David King)、前英国石油公司CEO约翰·布朗(John Browne)以及其他几位合作者一起呼吁采取全球阿波罗计划(Global Apollo Program)。

到目前为止,防止危险气候变化的外交努力集中在协调各国的温室气体减排计划上。但真正需要的是增加支出,而不仅仅是更多的协调。
