丹佛——美国总统奥巴马做出了正确的决定,放弃参加在印尼巴厘岛举办的亚太经合组织(APEC)会议,集中精力处理美国国会的政治问题。不过决策虽然正确,但却在事实上再次让人们注意到东亚地区越来越普遍的限制:“支点”到底是怎么回事?

虽然被外界视为资源和注意力从中东战争和其他紧迫挑战向亚太地区无限机遇的期待已久的转移,但美国备受赞誉的新战略支点立即引发了意想不到的后果(这是政策不连贯且表述不清晰的必然结果)。

首先,有人认为美军撤出伊拉克和阿富汗实际是美国中东利益衰落的标志。因为恰好发生在灾难性阿拉伯之春革命的前夕,奥巴马政府一直尽全力消除新支点出人意料的后果。政府“幕后领导”一词的设计者只是使问题进一步复杂化。
