中国的大倒退

华盛顿特区---本月20日到23日,中国共产党的高层领导人们在北京出席18届4中全会,该会议的中心议题是“法治”。然而,近期我所加入的十几个微信群(一种很流行的社交网络媒体)已经报道了有接近50位积极活动者因支持发生在香港的抗议活动而被抓捕的事实。还有其他有关官方下令禁止出版那些支持香港抗议活动、在中国的人权活动以及支持法治制度的作者们所准备出版的著作,已经出版的也必须立即停售和下架,甚至被销毁。这些行为使得人们对于政府有关它所声称的政治现代化目标的承诺之可信度产生严重的质疑。

在被禁的作者中有一位是经济学家茅于轼先生,他在2012年获得加图研究所所授予的米尔顿.弗里德曼推进自由奖。对于茅先生来说,这已经不是第一次禁止他出版著作了。我记得2002年我们曾在一次小型的经济学家聚会上恭喜他的出版计划被解禁。可是不久却又被禁止了。在2003年,他在青岛为一个呼吁政府为1989年发生在天安门广场的学生抗议活动(那次抗议以著名的六四大屠杀而结束)平反的呼吁书上签名,随后他的著作就再次被禁止出版。

在中国,禁止一位作者出版著作甚至常常不需要出具一份正式的书面通知,只须给出版社打个并不公布自己姓名、职位和具体单位名称的电话就能办到。我自己在出书与编辑沟通时往往发现,若干篇文章被删除,而编辑也无法从负责出版审查的部门得到正式的解释。而我在国内主要报纸和期刊上的专栏文章,许多措辞、句子甚至段落都被删除,这已经算是家常便饭了。
