中国的路线图

中国即将执行第11个五年计划,这在为继续开展其历史上最令人叹为观止的经济转型打下坚实基础的同时,也改善着占世界人口四分之一的人民的生活质量。在此之前,世界还从未看到过这样的可持续发展,也没有见到过这样大规模的消除贫困。

中国的长期成功部分有赖于其几乎是独一无二的眼光和脚踏实地的作风。达成《华盛顿共识》后,在其它发展中国家都对提高国内生产总值情有独钟时,中国再次重申人民生活水平的持续、均衡提高才是它所追求的目标。

中国已经进入了给环境造成严重、不可持续负担的经济发展阶段,这一点中国自己非常清楚。除非加以改变,否则人民生活水平的提高将最终受到威胁。这也是新的五年计划把环境问题当作重中之重的原因所在。
