世界银行从中国吸取的经验

《中国日报》日前在头版刊登了一则新闻,文章讲述了沃尔福威茨运用威胁性和下流的语言向世界银行的高级官员施压。这篇文章称沃尔福威茨好像是黑帮电视剧《黑道家族》( The Sopranos) 里走出来的人物。正当沃尔福威茨的丑闻被曝光的时候,中国已经承办了非洲开发银行的会议,其董事会在上海召开。这是对当今世界的生动比喻:当世界银行陷入腐败和矛盾之中时,中国很有技巧地在第三世界中提升着自己地理政治方面的形象。

中国的日益强大当然是建筑在令人惊叹的经济成功之上。非洲开发银行会议在浦东举行,这是上海发展最快的地区。浦东从几十年前一大片荒芜的土地,发展成为摩天大楼、豪华酒店、公园、工业、公寓楼林立的中心地区。上海的经济每年大致呈13%增长,每5、6年便可以翻一番。上海到处都是新的开始,创新以及充满野心的年轻企业家。

我有机会参加了非洲开发银行会议中,中国与非洲官员之间的高级会谈。非洲领导人从中国领导人那里得到了合理的建议,比起他们从世界银行得到的要实际得多。
