中国的环境欠债

过去十年来,全世界都在想知道中国的领导人何时能够认识到中国所面临的巨大的环境危机。今年,我们有了答案。新的五年计划把环境保护列为优先问题。随后开展了一鼓风的绿色宣传,政府现在谈论用“绿色GDP”来衡量发展。但是,所有的这些高谈阔论能够带来实际的进展吗?

尽管中央政府承认由于快速经济发展所造成的某些环境破坏,但是,政府还是文过饰非。看一看“绿色GDP”就可以知道了。今年春天,国家环保总局发布了中国的第一个正式的由于环境损失造成的向下调整后的GDP估计。根据这些估算,清理在2004年所产生的污染就会需要840亿美元,相当于当年GDP的3%。但是,更为现实的估计认为,环境损失占中国每年GDP增长的8%到13%。这就意味着,由于污染,中国几乎失去了自七十年代末期以来所得到的一切成就。

中国的环境问题根源复杂,最终可以归结于我们对于马克思主义的理解。在中国最近历史的大部分时期,我们一直把马克思主义看作是阶级斗争哲学。我们相信经济发展可以解决所有问题。在改革时期,这一对马克思主义的误解转变成对于物质利益无限制的、不计道德的追求。传统中国文化强调人与自然的和谐,已经被抛在一边。
