中国的抗议浪潮

中国的抗议问题已经是老生常谈了。 据有些估计,目前中国官员每年处理的“主要事件”就多达50,000起。 四处蔓延的腐败激起了深刻的不满: 工人们抗议安然式诈骗毁掉了自己一生的积蓄,城市居民反对非法侵占土地,而农村人则不得不日日与大大小小的不公平现象抗争。

典型的抗议活动常带有浓厚的地方色彩,而且一般可以通过补偿、拘留和承诺以后改进等方法加以化解。 中国政府也会偶尔采取行动,惩治恶行昭彰的地方官吏。 只要抗议活动是地方性的,就可以作为孤立事件进行处理,而不会构成大范围的挑战或点燃体制骤变的火花。

但政府像扑灭山林火险那样压制民众抗议的日子已经一去不复返了。 过去一年半以来,中国环境领域的非政府组织(NGOs)组织了跨省抗议活动,赢得了中国社会各阶层的参与及媒体的支持,矛头直指国家政府的腐败无能。
