中国扩大的核心利益

东京—目前,中国与菲律宾的黄岩岛之争和与日本的钓鱼岛之争愈演愈烈,这两个岛均位于南海中国200英里领海线之外。事实上,如今,中国的领土主张非常强硬,以至于许多亚洲国家弄不清如何才能满足中国捍卫其“核心利益”的愿望。中国的领土欲望就没有一个限度吗?还是说,中国认为自己已经重新成为天朝上国,全世界面对它都得卑躬屈膝?

到目前为止,正式被中国列入“核心利益”的包括台湾、西藏和新疆。“核心利益”一词意味着国家主权和领土完整,中国在这方面绝不会让步。如今,中国正意欲把核心利益一词用于与日本的钓鱼岛之争,甚至不顾危险地将它用于对整个南海的主张:事实上,一些军官已经在这么用了。

钓鱼岛位于东海冲绳以西,目前无人定居,1895年被划入日本明治政府。该岛一度曾有常住民从事鲣鱼干的制作。1969年,联合国亚洲和远东经济委员会完成了一份关于东海海床的调查报告,报告说,东海海底蕴藏着大量资源,其中钓鱼岛附近海域蕴藏着巨量石油和天然气储量。两年后,1971年,中国和台湾宣称对钓鱼岛拥有主权,但日本政府立场从未改变:日本对该岛的主权不容置疑。
