中国的核心?

新德里——在新任主席习近平领导下,中国是否正在谋求与美国“亚洲核心”政策相对应的外交核心政策?习上任后将俄罗斯选为首次正式出访的目的地,之后又即刻赶赴南非出席金砖四国峰会,这些重大的国际举措均表明中国有可能将与世界最大新兴国家的关系提升至与中美关系同等的地位。其实,习最近发表的中印关系声明证实了上述猜测,他称中印关系是中国“最重要的双边关系”之一。

习上任伊始对中印关系的关注有别于其他中国领导人。他提出与贾瓦哈拉尔·尼赫鲁的“和平共处五项原则”近似的中印关系五点建议,“和平共处五项原则”首载于1954年的两国《和平共处五项原则条约》。

习建议在最终解决领土问题之前,中印两国应合作维护和平安定,防止边界争端影响到两国的整体关系。中印两国应保持密切的战略沟通,以确保双边关系“走上正轨”。
