新德里 —— 对于每个国家都有责任保护大气层、水圈、岩石圈和生物圈等“全球公域”这一点,全世界已经达成了共识;而对于在我们的日常生活、经济福祉与安全中具有至关重要地位的网络空间,我们也必须实施同样的规范。

在这个全球范围内、网络攻击日渐高发的时代,美国国务卿希拉里·克林顿采取了正确的做法,她宣布对一国计算机网络所实施的攻击 “将是对全体的攻击”。事实上,这些攻击便是在提醒人们:网络空间这一全球公域中新的成员,已经处在了威胁之下。

网络空间必须与外层空间、国际水域以及国际空域一道,被视作为全人类所共有并造福于所有人的财产;而如果我们打算保卫这份共有财产与集体利益的话,那么网络犯罪就应当如海盗行为与劫机行为一样,绝不能被允许逍遥法外。
