中国在货币升值方面迈出了细小的第一步,无论最终会产生什么样的经济影响,都让人对其卓越的谋略感到佩服。中国这个小小的动作(允许人民币对美元升值2%)聪明就聪明在没有人知道接下来在什么时候会发生什么。

美国和欧洲那些恨不得对中国货物征收惩罚性巨额关税的贸易保护主义者们被打了个措手不及。他们想继续泡在媒体舆论中,但如果这些贸易保护主义者在对中国的责难中走得太远太快,人们就会觉得他们妨碍了微妙的幕后谈判。

但是没有人知道中国的婴儿脚步是不是更有力措施的前奏,而中国的领导人前一天还在这样暗示,第二天又予以否认。面对严峻的国际压力,中国领导人稍微让了一小步,重新调整了人民币的汇率,于是巧妙地堵住了越来越多的人要求他们管制贸易顺差增长的呼声。然而关键的问题仍然是中国是否正在以自身为代价抵抗市场的力量。
