中印关系中的达赖因素

新德里—印度与中国的关系在近几年里打得火热。但最近两国关系遭遇一股寒流,中国领导人震怒于达赖喇嘛访问印度东北部的阿鲁纳恰尔邦。中国认为该邦属于中国领土。4月8日,在中国政府的强烈反对声中间,达赖喇嘛在边陲小镇达旺历史悠久的庙宇中向来自世界各地的信众发表了演说。达旺是三百多年前六世达赖的诞生地。

印度和中国对于达赖喇嘛和阿鲁纳恰尔邦的看法截然不同。从印度的角度看,达赖喇嘛是藏传佛教的精神领袖,因此有权利在达旺的藏传佛教名寺向信众布道。并且因为阿鲁纳恰尔是印度联盟的一个邦,因此印度完全可以独自做出这个决定。

但中国认为阿鲁纳恰尔邦实际上并不是印度的。诚然,在官方上它属于印度,但这只是因为麦克马洪线的存在,而这条由英帝国主义在1911年划定的边境线中国并不承认(尽管中国根据这条线确定了它与缅甸的边境)。中国政府将阿鲁纳恰尔称为藏南。
