五中全会之际的中国经济

香港—今年夏天中国的股市及人民币改革及触发的市场波动与政府干预清楚地显示中国今日的经济发展影响着世界每一个地区、企业及个人。即将在本月召开的中共十八届五中全会将做出更多的影响世界的决策。

在两年前的三中全会上,中国领导人承诺要追求更深刻的改革,宣布市场必须“在资源配置中起到决定性作用”。国有经济将继续在提供公共基础设施和公共服务等方面起到领导作用,但决策者将“毫不动摇地鼓励、支持、引导民营经济的发展,激发民营经济的活力和创造力。”

去年的四中全会把重点放在了保证经济发展中的平等竞争上——包括权利、机会和监管等方面的平等,通过强化法治、增进问责、加强透明度和政府决策的合法性来实现这一点。具体的改革包括成立巡回法庭以减少地方政府对司法系统的控制,以及加强全国人大常委会在确保政府行政机构遵守宪法方面的作用。
