中国的坎坷新常态

发自上海——中国正在实施的从出口驱动型向基于国内服务和家庭消费的增长模式转型要比一些人预想中更多波折,而股市暴跌和汇率波动则体现了对该国经济稳定状况的忧虑。不过按历史标准衡量,中国的经济仍然表现良好——接近7%的GDP年增长率在某些人看来已经非常好了——而中国在过去三十年间取得的巨大成功则催生了很高的期望。

一个基本的教训是:“中国特色的市场”就跟美国特色的市场一样充满波动和难以控制。市场一贯都有自身的生命力;也不太愿意按指令行事。在某种程度上,控制市场就得通过某种透明的方式来设置游戏规则。

所有的市场都需要规章制度。好的规则可以帮助稳定市场。而设计有缺陷的规则,无论出发点是多么用心良苦,都可以产生反效果。
