农业在绝大多数发展中国家是最重要的雇主、就业机会创造者和出口拉动领域。 从历史角度看,农业曾经推动了许多国家的经济发展,事实证明由农业推动的增长其消除贫困的效果是其他行业增长的两倍。 因此对农业和农村发展的投资对确保粮食安全和可持续经济发展能够起到至关重要的作用。
