布拉格——四分之一世纪以前,当柏林墙倒塌、铁幕升起,中欧人选择了资本主义和民主,抛弃了专制及共产主义。但时至今日,该地区捷克、匈牙利、波兰和斯洛伐克等四个前共产主义国家的民众在促进和保护互联网自由的问题上令人失望地表现不一。

我所在机构在上述四国的近期研究表明,这些国家完全能够而且应该在促进信息自由流通领域发挥重要作用。但还有很多地方需要改进。捷克共和国在支持言论自由、遏制监视和提高透明度方面表现一直不错,但匈牙利却以巨额罚款和其他制裁措施迫害博主和出版社。波兰和斯洛伐克介于其间。

四国注定要从全新数字世界中获益匪浅。各国都具备开放活跃网络社区的先决条件:不错的互联网普及率及民主、多元的政治制度。《金融时报》近期报道,该地区“高水平的数学教育、较低的成本开支和全球化、西方化的青年一代构成了令人兴奋的成功组合。”
