نضال الحرية الرقمية في وسط اوروبا

براغ- قبل ربع قرن وعندما سقط جدار برلين وارتفع الستار الحديدي اختارت شعوب وسط اوروبا الرأسمالية بدلا من الشيوعية والديمقراطية بدلا من الديكتاتورية ولكن اليوم فإن اداء شعوب جمهورية التشيك وهنغاريا وبولندا وسلوفاكيا- الدول الشيوعيه الاربعة السابقة في المنطقة- يشوبه الارتباك المخيب للامال عندما يتعلق الامر بحماية وتشجيع حرية الانترنت .

لقد اظهرت دراسة تم اجراؤها مؤخرا في تلك البلدان الاربعة من قبل مؤسساتنا ان جميع تلك الدول يتوجب عليها ان تعلب دورا قويا في تشجيع حرية تدفق المعلومات ولكن هناك الكثير الذي يمكن تحسينه. تتمتع جمهورية التشيك بسجل حافل في دعم حرية التعبير والحد من المراقبة وتشجيع الشفافية ولكن هنغاريا تقاضي المدونين والناشرين وتفرض عليهم غرامات ثقيلة بالاضافة الى عقوبات اخرى. أما بولندا وسلوفاكيا فتأتي في الوسط .

ان البلدان الاربعه تستعد للاستفادة بشكل كبير من العالم الرقمي الجديد وكل دولة منها لديها المتطلبات اللازمة لمجتمعات الانترنت المفتوحة والمفعمة بالحياة : انتشار جيد للانترنت وانظمة تعددية سياسية وديمقراطية. لقد اشارت صحيفة الفاينانشال تايمز مؤخرا الى " المستوى المرتفع من التعليم في مجال الرياضيات وتكاليف التشغيل المنخفضة وجيل شاب متأثر بالعولمة والغرب مما يؤشر لمزيج قوي وناجح."
