海牙——上海合作组织汇聚了世界近半数的人口,其中几个成员国拥有核武器,还有许多能源供应大国,更有世界上增长最快的经济体。可是这个组织在中亚以外却鲜为人知。

上海合作组织1996年从苏联的废墟上崛起。今天,它拥有俄罗斯、中国、哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦和乌兹别克斯坦等成员国,而蒙古、伊朗、巴基斯坦和印度等国则是观察员。俄罗斯和中国仍然扮演着领导角色。自从成立以后,上海合作组织的军事演习就越来越雄心勃勃,从最初的以双边演习为主发展到现在的吸纳所有成员国参加。上海合作组织还在反对毒品贩运和有组织犯罪领域开始合作。

直到不久以前,上海合作组织成员解决能源问题还只能依靠双边合作。可是,为了协调能源政策和加强能源安全,去年该组织成立了一个集能源生产、消费、输送国和私有企业为一体的俱乐部。上海合作组织还推动自由贸易,并力争在建设连接各成员国的公路和铁路等重要基础设施、促进各成员国间商业发展的同时,协调各国的海关体制和关税水平。
