    斯德哥尔摩--欧洲已经做出重大承诺来提高对非洲的援助,而非洲面临的挑战则要求更大的参与。但是,对已经依赖援助的国家大幅度提高援助就要求具有更为明晰的提供机制以及一定程度的预算可预见性。人们要求有新的东西,而向贫困人们直接转移现金可以成为一种选择。但是这一做法只能是伙伴国家福利制度长久愿景的一部分。

    欧盟已经承诺其与成员国将援助在2010年增加到GDP的0.56%以及在2015年增加到0.7%,其重点地区是非洲。把经和组织发展援助委员会成员国的援助承诺加在一起,向非洲的正式发展援助将会在2004年到2010年期间翻倍。但是前提条件是它们遵守承诺。

    毕竟,人们对援助国家是否遵守承诺以及伙伴国家的条件是否允许援助国这样做提出疑问是公平合理的。但是在理论上把非援到2010年增加一倍、并且可能在此之后增加更多提供了战胜贫困的巨大机遇。因此,消除有可能阻碍这些额外资源有效应用的障碍就是当务之急。
