八国集团能否挺过圣彼得堡峰会?

俄罗斯逐步接纳为八国集团理应培育民主发展、建立自由市场经济并鼓励国际关系中建设性行为。与此相反,俄罗斯的领导人们却对在国内外加强国家权力要比促进民主、保护人权以及同西方合作更为感兴趣。普京总统曾宣称,苏联的瓦解是二十世纪最大的地缘政治灾难。

很明显,苏联无法死而复生。但是,普京却采取行动对经济中的战略部门,包括石油、交通、输油管道重新加强国家控制,并且强化对媒体的控制。更有甚者,俄罗斯正在走到前台,坚决而又自信地重新获得大国地位。普京继续在车臣推行残忍的军事战役的同时在政治上干预苏联继承国,例如乌克兰、格鲁吉亚、摩尔多瓦以及白俄罗斯,以及拒绝西方旨在限制伊朗和北韩的核武器野心的手段。

强大的公众支持以及西方领导人地位大为削弱强化了普京的立场。布什和布莱尔已经失去了伊拉克战争前的支持率,而布莱尔和法国总统希拉克都将马上离开政治舞台。德国的莫克尔和意大利的普罗迪则都是以微弱的联合政府执政。
