法国能否实现中东和平?

拉马拉——今年年初以来,法国政府一直在争取召开国际会议重启以色列-巴勒斯坦和平进程。法国重启过去10年来未能取得任何成果的和平谈判勇气固然可嘉。但仅凭勇气却无法取得成功。解决巴勒斯坦问题的任何国际努力都取决于6大因素能否发挥作用。

首先是严肃性。今年1月法国最初宣布计划时,很多人都把这一想法当作外交噱头加以驳斥。巴勒斯坦官员起先也对这一计划持怀疑态度。他们担心重启谈判只会给以色列又一次拍照机会:在双方握手后,巴勒斯坦人将继续在以色列占领下受苦。

当事实证明法国态度是认真的,且5月30日的预备会谈宣布后,明确的时限鼓励巴勒斯坦官员加入到此次和平进程。无论遇到什么样的障碍,这种真诚的态度必须继续保持。
