乌克兰会实现民主吗?

当然,几个世纪来俄国、波兰、立陶宛和奥匈帝国的统治方法多种多样,使得创造只有一种主流文化的典型"民族国家"变得难以想象。举例来讲,俄语和东正教堂¾莫斯科大主教¾在乌克兰东部的顿涅茨克占据了统治地位,而与此同时,希腊天主教在乌克兰西部的利沃夫最为盛行,而乌克兰语也成了那里的主要语言。

但西班牙、印度、比利时和瑞士都是联合民主国家的典范,都不符合 "民族国家"的传统模式。实际上,上述四个国家都具备多样但却互补的典型特征。

这种多样化的特征之所以存在,是因为民主国家为不同宗教、语言或文化的公民提供了包容一切的平等权利。这有助于全国范围内的政治团体形成强烈的身份认同。这些深层次的多元化国家不是典型的"民族国家",而是我所谓民主的"国家民族"。
