布什总统要求美国人在可怕的全国性灾难降临之际切勿“弄权”。但政府对飓风卡特里娜的处理却被很多人称作“国家的耻辱”,在这样的情况下,质问我们的国家领袖恰恰是民主自身提出的要求。

卡特里娜来袭的前两天就已经发出了警报,但政府却延误了签发撤离指令的时间。没有为无钱无车的人提供交通工具,住宿设施和对灾民的救护力量也严重不足。没有人负责运送急需的给养或者维持秩序,用来解救被困群众的船只、直升飞机和其它工具也严重不足。

由于国民警卫队40%以上的军力驻扎在伊拉克,将军事人员派到重灾区的进展极为缓慢。灾难发生后,有整整4天时间根本找不到指挥和控制中心,结果导致无数平民受难乃至死亡。
