当今世界各种对立的现象并存。恐怖和战争的景象不断烦扰着人们,然而全球各个地区都不同程度地经历了多年来最强劲的经济增长。尽管油价飙升,通货膨胀却保持在低水平,金融市场也势态良好。几个近来遭遇了金融危机的经济体出现强势的反弹。但与此同时,要防止未来的危机,减少贫困,需要做的事情还很多很多。

这些对立的现象对未来有何影响?答案关键取决于各个国家和国际社会如何面对重要的政策挑战:通过宏观经济政策和早就应该实行的改革,解决全球不平衡的问题;负担老龄化人口的花费;加强对经济和金融危机的防卫;解决减少贫困这一迫切问题。

最近,来自184个国家的金融首脑在华盛顿参加国际货币基金组织和世界银行的年会。今年是建立了这两个国际经济合作支柱的布雷顿森林会议的六十周年。作为国际货币基金组织的常务董事,我要讲的是警惕和行动。简单地说,就是国际社会必须利用当前的复苏,扩大努力,确保金融和经济的稳定,并向那些前景堪忧的国家伸出援手。
