将英国带到欧洲的核心之中

布鲁塞尔—目前欧盟的核心国家,除最初的6个创始国外,是组成欧洲货币联盟的15个国家。这些国家具有趋同的经济体系和共同的货币及财政政策。最大的外围国家是英国。

仍然有许多人希望英国加入欧洲经济货币联盟。如果欧盟想要突破共同的经济和货币政策的界限,在发展安全防卫政策的同时发展共同的外交政策,英国必须参与。英镑和欧元之间的汇率波动扰乱了欧盟成员国之间的市场力量,有时候甚至在伦敦造成了负面冲击。从长期来看,如果欧元区开始施加更大的影响力,英国就冒着严重的被孤立的风险。

但是,鉴于伦敦作为国际金融中心的重要地位以及英国和50多个英联邦国家的特殊关系,其它欧洲国家也应该理解英国要求其拥有自己的货币的观点。因此,欧元区应该为英国提供一个体面的折衷方案,允许英国成为欧洲经济货币联盟的完全成员,加入其所有的机构——例如欧洲中央银行以及部长级的欧元集团,同时在英国和第三国家关系中可以继续使用英镑。
