SAN PETERSBURGO, RUSIA – Cada día, millones de personas en el mundo desarrollado y en desarrollo quedan atrapadas en atascos de tráfico o entran a presión en vagones de metro en su ida o regreso del trabajo, probablemente en uno de sus encuentros frecuentes (o cotidianos) con sistemas de infraestructura que se encuentran al límite. Tanto en las economías avanzadas como en las emergentes, los sistemas de aguas ya han pasado a ser caducos o inadecuados y la sobrecarga de las matrices eléctricas suele producir apagones.

Son demasiados los países que por décadas han subinvertido en infraestructura, llevando a inconvenientes cotidianos y, peor aún, creando obstáculos para el crecimiento económico. Si bien encontrar fuentes importantes de financiación es un elemento muy necesario para abordar las brechas de infraestructura, es solo parte de la solución. Los gobiernos deben, además, reformar la planificación y la supervisión de la infraestructura. El público ya no se puede permitir aceptar proyectos cuyos costes acaban escapando de todo control.

Las autoridades conocen bien capacidad única de los proyectos de infraestructura para crear empleos en el corto plazo e impulsar la productividad en el largo plazo. Sin embargo, rara vez las palabras se traducen en acciones, a pesar de las muy bajas tasas de interés de los últimos ocho años.
