缩小基础设施差距

俄罗斯圣彼得堡——每天,发达和发展中世界都有成百上千万人在交通拥堵中缓慢移动或挤上已经塞得满满的地铁列车上下班。而这只是被撑爆的基础设施系统必须频繁、甚至每天面对的难题。发达国家和新兴国家的道路和桥梁同样需要修缮,供水系统老化或能力不足,并因电网负担过重导致大面积停电。

近几十年来太多国家基础设施投资不足,造成日常生活不便甚至妨碍到经济发展。虽然需要大笔资金注入才能解决基础设施不足的问题,但找到资金来源也还仅仅是解决方案中的一环。各国政府需要改革基础设施规划和监督工作。公众再也不能接受成本失控的项目。

决策者非常清楚基础设施项目能在短期创造就业机会,并在长期推动生产效率的提升。但尽管过去8年利率一直处于历史低位,空谈却很少转化为实际行动。
