答案可以从“英国退出”全民公决前几个月所进行的民意调查中一窥端倪。欧洲移民危机和英国退出互相强化。“脱欧”阵营抓住恶化的难民状况——成千上万寻求庇护者在加莱集中,不惜一切代价要进入英国,诸如此类符号化的骇人图片——煽动对来自其他欧盟成员国的“失控”的移民的恐慌。而欧洲当局推迟了重要的难民政策决定,以避免对英国全民公决造成消极影响,从而让加莱等地的乱象持久持续。

德国总理默克尔决定洞开国门迎接难民,这是一个鼓舞人心的姿态,但考虑欠妥,因为这样做没有考虑到拉动因素。寻求庇护者的猛然涌入干扰了全体欧盟人民的日常生活。
