蚕食的中国

新德里—中国日渐增加的地缘政治分量正在助长其在亚洲的领土蚕食。既宣布对80%的南海拥有主权后,中国又刚刚划定了所谓的东海防空识别区,其与日本发生武装冲突的可能性增加了,也威胁到了海上和空中航行的自由原则。与此同时,中国继续在喜马拉雅地区与印度的漫长接壤地带“稍稍蚕食”领土。

很少有人清楚中国准备同时挑衅几个邻国背后的逻辑。中国正在试图逐渐改变现状,这是其扩大对战略地区和资源控制的髙赌注行动的一部分。习近平主席承诺要建设伟大国家——他所提出的“中国梦”即是明证——对于这个目标,实现地区霸权与实现国内进步同样重要。

中国的方针体现了中国将军张召忠今年所提出的“卷心菜”战略:发出领土主张,并逐渐以多层次安全带包围主张地区,从而阻止对手进入。该战略需要步步智胜对手,创造关于主张地区的新的事实。
