按照正常的英国宪法惯例,政府应当根据下议院的投票批准宪法;在最近的这次大选之前,政府拥有的多数支持对通过这项宪法应该绰绰有余。但是,被围困在有关这场不得人心并且可能是非法的伊拉克战争的是非争论中的布莱尔,认为他可以拖到2006年(那可是很长一段时间)再批准,这样就可避免在Westminster的麻烦,并建议举行全民公投来批准它。
