全民教育的麻烦

哥本哈根—随着联合国千年发展目标(Millennium Development Goals)截止期的快速临近,世界正在抓紧为此后15年制定新的目标。资源是有限的,决策者和国际组织必须扪心自问:用在哪里可以获得最好效果?在这15年中,2.5万亿美元用于发展援助的资金以及发展中国家的预算的大头应该用在健康、环境、粮食、水还是教育上?

带着这些问题,哥本哈根共识(Copenhagen Consensus,我是负责人)请了一批世界顶尖经济学家评估了诸多不同目标的经济、社会和环境方面的成本效益。全民教育也是评估目标之一

教育的重要性是毋庸置疑的。问题在于国际社会的普及教育承诺的信誉的让步;自1950年以来,国际社会至少在12项联合国宣言中做出过实现这一目标的承诺。比如,1961年联合国教科文组织承诺,到1980年非洲小学教育将“全民、义务、免费”。但是,到1980年时,大约非洲小学适龄儿童仍然无学可上。
