华盛顿—考虑一个简单的统计数字。每个月,发展中世界有五百多万人迁往城市地区,因为那里的就业、教育和各种机会都更容易找到。但在迁徙时,基本服务需要——水、电和交通等——也随着一起流动,基础设施需求也应运而生。

从肯尼亚到基里巴斯,这一现实是显而易见的——不论哪个地区,只要处于快速的城市化过程中,支持贸易和企业家精神的需要以及解决气候变化挑战的努力就暴露出巨大的基础设施赤字。这一赤字在发达经济体也存在。

简言之,全球基础设施建设和现代化应该成为长期全球增长战略的一部分。正因如此,二十国集团财政部长最近在澳大利亚悉尼举行了今年第一次会晤,将基础设施投资列为确保强劲、可持续和平衡复苏的关键要素。
