北京——短短几周内,北京将在餐馆及办公室等全市所有室内公共场所实行禁烟措施。户外、公交及多种媒体形式的烟草广告也将被同时禁止。如果去年底市人大批准的举措成功实施,中国有可能在全国范围内强制实行类似的禁烟措施。

吸烟人数显著下降无疑会给中国带来不可估量的公共健康利益。但问题是这样做是否现实?

拥有约3亿烟民的中国占世界烟民总数的三分之一,平均每天约有2,700人因为吸烟引发的疾病致死。治疗与吸烟有关疾病的费用,更不要说相关的生产力损失是非常惊人的。
