人们基于周围亲朋戚友的经验养成了这些习惯:当出现债务问题时,人们必须削减开支并在负担(债务与收入之比)减轻之前经历一段时间的紧缩。这意味着有段时间不能到餐厅吃饭,不能买新车,也没法添置新衣服。这样的反应似乎是常识——甚至是一种美德。

然而,这种有效针对单个负债家庭的方法对整个经济体却不起作用,因为削减开支只会让问题更加恶化。这是节俭悖论:强制性节约导致人们失去工作,因为别人不再买他们生产的商品,所以人们的债务负担不但没下降,反而还上升了。
