澳大利亚想为挑战中国的主张寻找一个充分的理由,又不想被外界视为仅仅是本能地拥护美国的立场。对于美国、我们的经济伙伴中国和试图避免战略伙伴间上演零和游戏的澳大利亚(和该地区其他国家)而言,白皮书的措辞经过谨慎的选择并且值得其他国家效仿。

“以规则为基础的全球秩序”其吸引力部分在于能够限制所有的相关方。和世界多数其他国家决策者不同,美国的决策者对这一理念从本质上并不看好。尽管他们像其他人一样给予口头上的支持,但美国官员在基因当中并不愿意接受国际规则的束缚。
