韩国成为有核国?

首尔——韩国官员近来发现美国很可能设法阻止其搞铀浓缩及扩大导弹射程,而不是对上述问题进行外交搁置。其实,美国在前不久的谨慎谈判中忽略了韩国对将于2014年3月到期的引发争议的美韩核合作协议进行补充的意愿,这表明对联盟未来的担心确有道理。

美国谈判代表并不乐于促成韩国在原子能领域承担更多责任,尽管确实存在潜在的战略利益,但他们依然坚定地反对韩国提升防御能力和能源政策。但在美国拿到更多筹码之前,美国的防扩散专家并不看好韩国能够为其优先政策赢取支持。

这样的僵局已经算不上新鲜事。韩美两国核谈判的特点往往是沟通不畅和缺乏了解。虽然韩国官员很少在公开场合明确自己的想法,但人们普遍认为美国的决策者目前缺乏与韩国政府和解的动力——他们宁可扼杀韩国人越来越迫切的呼吁。
