脆弱的亚洲特殊关系

发自新德里——《论语》里记载,子禽问于子贡曰:“夫子至于是邦也,必闻其政,求之与?抑与之与?”子贡曰:“夫子温、良、恭、俭、让以得之。”那么中国国家总理温家宝又是否能在最近对印度的访问中遵照这部中国古代经典的准则行事呢?

这个世界上存在着许多“特殊关系”。在二战中孕育出来的美英伙伴关系算是其中之一,并成为了西方半个世纪以来的政治基础。冷战期间的美苏敌对关系则影响了整个世界的命运,直到苏联解体为止。而据说如今中美两国之间也开始培育一种新的特殊关系。

但在展望亚洲的未来(以及世界外交的未来)之时,真正能决定全球议程的其实是印度和中国——两个世界上人口最多,同时也是最大的新兴经济体——之间的关系。日本近日出台的新防卫大纲对其军事原则做出了自冷战开始以来的首次修订——这清晰地暗示中国已经成为该国最大的威胁——这意味着中国领导人也是时候仔细审视一下自己的区域性战略了。
