亚洲的民主失调

亚洲全年都被选举热包围着。菲律宾和台湾选出了新总统,印度和马来西亚产生了新议会和新总理。光九月就有两次更重要的投票:香港的立法会和印尼的总统选举。那里的选民可能还会延续一个令人不安的矛盾:亚洲民主越是显得活跃,实际就越是运转失调。

这样的例子举不胜举。反对党企图用最站不住脚的理由弹劾韩国总统卢武铉;台湾总统陈水扁无法让反对派国民党控制的议会通过一项简单的法案;菲律宾总统格洛丽亚·马卡帕加尔·阿罗约初次上任就酿成了僵局,竞选连任后不久又在推行财政改革时受阻,只有这项改革成功,才能防止菲律宾陷入即将到来的阿根廷式的大崩溃:所有这些都是亚洲民主停滞的有力证明。

如果后果只是僵持和混乱,那这样的政治僵局或许还可以忍受。但长期的对峙已经使很多亚洲国家的信誉受损,它们可能面临暴力,经济发展也大不如前。
