O Caminho para a União Asiática

NOVA DELI – A inexistência de instituições na Ásia para amenizar as tensões regionais é muitas vezes lamentada. Mas é possível que uma maior união asiática esteja a nascer por meios indirectos, sob a forma de novas e surpreendentes infra-estruturas de ligação.

Os esforços actuais no sentido de expandir os projectos de infra-estruturas regionais são ainda mais extraordinários por unirem até mesmo países em situação de conflito diplomático e, por vezes, em conflito aberto. Os novos itinerários de autocarro que fazem a ligação entre a Índia e o Paquistão podem não sair na primeira página dos jornais, mas proporcionam um grau de normalidade às relações crivadas de desconfiança. Em outros locais, as ligações ferroviárias entre a China e o Vietname, a construção de estradas que ligam a Índia ao Bangladesh, e os novos portos e oleodutos em Mianmar e no Paquistão estão a criar uma nova forma de união económica juntamente com as cadeias de fornecimento de produção da região.

Essas iniciativas pontilham actualmente a geografia da Ásia, mesmo num período em que as tensões existentes relativamente à delimitação de fronteiras e as reivindicações de soberania alimentam situações de agitação. Considere-se, por exemplo, o caso do Afeganistão, que enfrenta mais uma fase de deslocações internas. Ali, no entanto, a Índia continua a construir um anel rodoviário estratégico em todo o país, bem como uma barragem de vital importância em Salma. E a construção de um gasoduto do Turquemenistão até ao Paquistão, que atravessaria o país, está mais perto de tornar-se realidade.
