武器,或是同盟?

发自里加——当许多拉托维亚人还在为法国向俄罗斯出售两栖攻击舰而吃惊不已时,其他欧盟成员国却已开始将俄罗斯视为潜在的军火买家了。但欧盟和北约成员国这种提升非盟国兵力投送能力的举动是否明智?毕竟俄罗斯入侵格鲁吉亚还仅仅是两年半以前的事,甚至至今仍占据着这个北约所谓“潜在未来成员国”的一部分领土。

欧盟理事会针对武器出口行为的共同立场对所有成员国都具有法律约束力。当然,对武器出口控制以及许可的权限和责任则属于成员国自身,而非欧盟机构。事实上在“瓦森纳安排”(全球33个国家建立的常规武器和军/民双用途物资及技术出口控制机制)下,各成员国可以自行决定是否出口武器。

欧盟在武器出口方面的共同立场为我们带来了更多的信息交流,更高的透明度以及更密切的磋商,同时也协调了与武器出口控制相关的一系列条约和规程。但这一机制的潜力仍未能完全发挥出来。磋商目前还仅限于两国之间,同时缺乏指导磋商的相关行为准则——也不要求达成任何关于武器出口决策的最后协议。
