巅峰上的APEC

布里斯班 —— 正在北京举行的亚太经济合作峰会(APEC)的重要程度并不在于其正式会议议程,而在于期间发生的会议日程没有世界主要领导人非正式会晤场外花边那么内容丰富。特别令人关注的是中国国家主席习近平与美国总统奥巴马的会晤,以及习近平与日本首相安倍晋三的会晤特别令人关注。在东亚地区长期地缘战略稳定裂痕凸显时,这些双边关系构成了东亚安全局势的战略暗流。

我们今天所面对的核心现实是亚太地区的由一群正在快速全球化的二十一世纪经济体正受制于组成,与此同时,它们之间于又存在着十九世纪形成的的国家安全冲突格局恩怨。这一核心现实所带来的矛盾对矛盾对全世界都有重大影响,因为该地区贡献了全球经济产出的60% —— 在这个意义上,。从经济上讲,未来亚洲的去向,决定着世界的去向。 去哪里,世界也会跟着去哪里。

然而,地处但亚洲的种种也是多种悬而未决的领土纠纷也使得这里成为当下在地缘政治意义上最不稳定的区域的所在地。此中缘由可归因于这里是源自中国崛起及其对美国——自二战以来既有地区,美国一直是该地区强权带来——的冲击的紧张局面的中心。事实上,亚太该地区的诸多许多领土纠纷便是中国与美国盟友之间的纠纷。
